Why Pakistani job seekers need to evaluate the complete Qatar package
A Qatar salary can look attractive when it is converted into Pakistani rupees, but the converted amount does not tell you how much money you will actually save. Two workers receiving the same monthly salary may have completely different outcomes because one employer provides accommodation, transportation and meals while the other provides only cash.
The correct question is not simply, “How much is the salary?” The better question is:
After paying all necessary expenses in Qatar and supporting my family in Pakistan, how much can I save every month without depending on overtime?
This guide is written for Pakistanis considering technical, engineering, HSE, maintenance, construction, facilities-management, driving, hospitality and other jobs in Qatar. It will help you examine the complete offer before resigning from your current job, paying any legitimate processing costs or travelling.
The figures in the example budgets are planning estimates, not guaranteed market prices. Your actual expenses will depend on your location, accommodation standard, family status, employer benefits and lifestyle.
Start with the basic salary, not the impressive total
An employer may advertise a total package of QAR 5,000, but that amount could contain several components:
- Basic salary: QAR 2,500
- Housing allowance: QAR 1,500
- Transportation allowance: QAR 500
- Food allowance: QAR 500
- Total monthly package: QAR 5,000
This breakdown matters. Qatar's Labour Law uses the last basic wage as the basis for the statutory end-of-service gratuity. A higher total package with a very low basic salary may therefore produce a smaller gratuity than another offer with the same total but a stronger basic salary.
Ask the recruiter or employer for a written salary breakdown showing:
- Basic salary
- Housing allowance or company accommodation
- Transportation allowance or company transport
- Food allowance or meals
- Fixed duty allowance
- Overtime eligibility and calculation method
- Any deductions
- Payment date and bank-payment arrangement
Do not rely on a verbal promise that an allowance will be added after arrival. If a benefit is important to your decision, it should appear in the written offer or employment contract.
Know Qatar's legal minimum wage
Qatar introduced a universal minimum wage that applies across sectors and nationalities. The official minimum is QAR 1,000 per month as basic pay. If an employer does not provide suitable food and accommodation directly, the employer must also provide at least QAR 300 for food and QAR 500 for accommodation.
These amounts are the legal floor, not a recommended salary for an engineer, supervisor, technician, HSE professional or other experienced worker. Skilled applicants should compare the offer with their qualifications, experience, responsibilities and the actual cost of living.
You can review the official explanation on the Qatar Government labour reform page.
Check every part of the employment package
Accommodation
“Free accommodation” can have significant financial value, but you need details before treating it as a good benefit.
Ask:
- Is the accommodation completely free?
- How many people share one bedroom?
- Is it a room, bed space, labour camp or apartment?
- Are electricity, water and internet included?
- Is air conditioning included and maintained?
- How far is it from the worksite?
- Is transportation available for every shift?
- Are cooking and laundry facilities available?
- Can you see recent photos or obtain the location?
- Is family accommodation included or is the offer bachelor status only?
Company accommodation can make a moderate salary workable for a single employee. However, an inadequate room, excessive sharing or a long unpaid commute can reduce the real value of the benefit.
Transportation
Confirm whether the company provides transport between the accommodation and worksite. A vague statement such as “transportation provided” may mean only one scheduled bus, which might not cover overtime, night shifts, emergency call-outs or personal travel.
Ask whether transport is available:
- At the beginning and end of every assigned shift
- During shutdowns and overtime
- For remote industrial sites
- For medical appointments or emergencies
- During weekly rest days
If transport is not included, estimate the cost of the Doha Metro, buses, taxis or a private vehicle. Also consider the time required for the daily journey.
Food
“Food provided” may mean three meals, one duty meal, a canteen allowance or shared groceries. Confirm the exact arrangement.
If you will buy and prepare your own food, create a realistic monthly budget. A worker who cooks most meals will normally spend less than someone who regularly orders restaurant food.
Medical coverage
Do not assume every medical expense is covered. Ask for written details about:
- Health insurance or employer medical coverage
- Clinics and hospitals included in the network
- Emergency treatment
- Medicine and diagnostic-test coverage
- Work-related injury procedures
- Dental and optical exclusions
Annual leave and air ticket
Check the number of paid annual-leave days and whether the employer provides an annual or periodic return ticket to Pakistan. Clarify whether the ticket is issued by the company or reimbursed up to a fixed amount.
Also ask what happens to the ticket entitlement if you resign, are terminated or do not travel during the year.
Working hours, weekly rest and overtime
Your monthly savings should not depend entirely on overtime. Overtime may change according to project demand, shutdown schedules or management approval.
Ask the employer to state:
- Normal daily and weekly working hours
- Number of working days per week
- Weekly rest day
- Shift pattern
- Overtime eligibility
- Overtime calculation basis
- Payment for work on rest days or public holidays
- Whether travel time is paid
- Whether the role includes unpaid standby or call-out duty
Calculate the offer once without overtime and again with a conservative overtime estimate. If the package only becomes acceptable with continuous overtime, it carries additional risk.
Understand end-of-service gratuity
Under Qatar's Labour Law, a qualifying worker who completes at least one year of service is generally entitled to an end-of-service gratuity of not less than three weeks of wage for each year of employment. The last basic wage is used for the statutory calculation.
A simplified planning formula is:
Last monthly basic salary ÷ 30 × 21 × completed years of service
Example:
- Last basic salary: QAR 3,000
- Daily basic wage: QAR 3,000 ÷ 30 = QAR 100
- Three weeks of basic wage: QAR 100 × 21 = QAR 2,100
- Five-year estimate: QAR 2,100 × 5 = QAR 10,500
This is a simplified example. Contract terms, lawful deductions, termination circumstances and later legal changes may affect the final entitlement. Review the applicable contract and obtain professional guidance for a dispute.
The relevant provisions can be checked in the official Qatar Labour Law.
Remember that salary is generally not subject to personal income tax
Qatar's General Tax Authority states that individuals do not pay personal income tax on salaries and wages. This makes the cash salary easier to compare, but it does not remove normal living expenses, bank charges, remittance fees or possible deductions agreed in the contract.
Always distinguish employment salary from business or investment income, which can have different tax treatment. See the General Tax Authority information for individuals and investors.
Build a realistic monthly Qatar budget
Before accepting an offer, list every expected monthly expense in Qatari riyals. Use the higher end of your estimate so that your plan has a safety margin.
Typical categories include:
- Accommodation and utilities
- Food and drinking water
- Local transportation
- Mobile phone and internet
- Toiletries and laundry
- Clothing and personal items
- Medicine and health expenses not covered by insurance
- Family remittance to Pakistan
- Loan or debt payments
- Emergency fund
- Social and recreational spending
- Savings for annual travel and gifts
Housing is often the largest expense when it is not provided by the employer. Do not accept a cash housing allowance without checking whether it can realistically cover suitable accommodation near your worksite.
Example budget 1: Lower salary with accommodation and transport
Assume the worker receives QAR 2,500 cash salary, company accommodation and work transportation.
- Food and water: QAR 650
- Mobile and internet: QAR 120
- Personal and laundry expenses: QAR 300
- Local travel outside work: QAR 150
- Emergency fund: QAR 200
- Family remittance: QAR 800
- Estimated balance: QAR 280
This package may cover basic needs for a single worker, but the savings margin is small. Unexpected medical, travel or family expenses could remove the remaining balance. The worker should carefully examine the accommodation, meals, overtime and annual-ticket benefits.
Example budget 2: Mid-level technical package with company benefits
Assume a technician or coordinator receives QAR 5,000 cash salary, company accommodation and work transportation.
- Food and water: QAR 850
- Mobile and internet: QAR 150
- Personal expenses: QAR 500
- Local travel: QAR 250
- Emergency fund: QAR 400
- Family remittance: QAR 1,800
- Estimated monthly savings: QAR 1,050
This example has a healthier margin because the two largest employment-related costs—housing and commuting—are provided. The worker should still verify the basic-salary portion because gratuity may be calculated from that amount rather than the full QAR 5,000 package.
Example budget 3: Higher salary without accommodation
Assume an engineer or supervisor receives QAR 8,000 total cash salary but must arrange accommodation and transport.
- Shared or modest accommodation and utilities: QAR 2,300
- Food and water: QAR 1,000
- Transportation: QAR 450
- Mobile and internet: QAR 200
- Personal expenses: QAR 650
- Emergency fund: QAR 500
- Family remittance: QAR 2,000
- Estimated monthly savings: QAR 900
Although the salary is much higher, the savings in this example are not dramatically better because housing and transport are not included. This is why comparing headline salaries alone can produce a poor decision.
These amounts are illustrations. Obtain current prices for the exact area and living arrangement before relying on them.
Calculate your real monthly savings
Use this simple formula:
Cash salary + reliable fixed allowances − Qatar living expenses − family remittance − debt payments = real monthly savings
Do not count the following as guaranteed income:
- Unconfirmed overtime
- Performance bonuses
- Project completion bonuses
- Tips
- Verbal allowances
- Reimbursements without a written policy
Next, calculate the annual result:
Real monthly savings × 12 + confirmed annual benefits = estimated annual financial gain
Then subtract one-time costs such as document attestation, approved medical tests, travel items and any legitimate government processing expenses paid by you.
Convert Qatari riyals to Pakistani rupees carefully
The Qatari riyal is officially pegged to the US dollar at QAR 3.64 per USD, according to Qatar Central Bank. However, the QAR-to-PKR conversion changes as the Pakistani rupee moves against the dollar.
Do not build a long-term family budget using one day's exchange rate. Use a conservative conversion rate and keep some savings in QAR for emergencies in Qatar.
The conversion formula is:
Amount in QAR × current PKR received per QAR = estimated amount received in Pakistan
Check the actual customer rate and charges offered by the bank or licensed exchange service. The official QAR peg can be reviewed on the Qatar Central Bank monetary policy page.
Send remittances through formal channels
Compare remittance services using the final amount your family will receive, not only the advertised transfer fee.
Before sending money, check:
- QAR-to-PKR customer exchange rate
- Transfer fee
- Amount that will reach the recipient
- Expected delivery time
- Receiving-bank charges
- Refund and complaint procedure
- Whether the service is properly licensed
Keep the transaction receipt and confirm the recipient's account number and name before submitting the transfer. Avoid informal channels that provide no reliable record or customer protection.
The State Bank of Pakistan promotes secure and cost-effective remittances through formal channels. Overseas Pakistanis can also review official options such as the Roshan Digital Account when relevant to their banking and investment needs.
Decide how much to send home
Sending the maximum possible amount every month can leave the worker without emergency savings in Qatar. A better approach is to divide income into clear purposes:
- Essential Qatar living costs
- Fixed family remittance
- Emergency fund in Qatar
- Long-term savings
- Debt repayment
- Personal spending
Build at least a basic emergency reserve before increasing non-essential spending. A worker should be able to handle an urgent ticket, temporary salary delay, medical cost or accommodation change without immediately borrowing money.
Agree on a predictable family-remittance amount instead of changing it every month. Explain that overtime and bonuses are not guaranteed, so the household budget in Pakistan should preferably be based on regular income.
Evaluate family-status offers separately
A salary that works for one person in company accommodation may not support a spouse and children in private housing.
For family status, investigate:
- Eligibility for family residence arrangements
- Private apartment rent and deposit
- Utility and internet bills
- School fees, transport, books and uniforms
- Family health coverage
- Childcare
- Food and household supplies
- Annual tickets for every family member
- Residence-related documentation and fees
Do not move the family based only on the employee's initial bachelor budget. Spend several months recording real expenses before making the decision.
Protect yourself from fake Qatar job offers
Job seekers should treat urgency, secrecy and requests for money as warning signs. A professional-looking letter or social-media profile is not sufficient proof that a vacancy is genuine.
Before proceeding:
- Verify the employer through its official website and published contact details.
- Check that the sender's email domain belongs to the company.
- Confirm the recruiter's identity directly with the employer.
- Ask for the written job title, salary breakdown, location, contract duration and working hours.
- Never send money to an unknown individual's personal account.
- Do not rely only on WhatsApp messages or screenshots.
- Check whether a Pakistani overseas employment promoter has a valid BEOE licence.
- Confirm any applicable foreign-job permission or demand details.
- Read every page before signing and keep copies.
- Verify that the final contract matches the offer accepted in Pakistan.
The International Labour Organization's fair-recruitment guidance emphasizes that workers should not bear recruitment fees and related costs. If someone demands a large “visa fee,” “security deposit” or guaranteed-job payment, verify the demand through official channels before paying anything.
Pakistani applicants can use the Bureau of Emigration and Overseas Employment to review licensed promoters, foreign jobs, protection procedures and complaint channels.
Complete Pakistan's emigrant-protection requirements
Do not travel for employment on incomplete or inappropriate documentation. Depending on the recruitment route, Pakistani workers may need registration and protection through the Protectorate of Emigrants.
Useful official services include:
- BEOE information about emigrant protection
- How to obtain emigrant protection
- Online emigrant registration
- BEOE frequently asked questions
Requirements can change, so follow current instructions from BEOE, the relevant Protectorate office and authorized Qatar visa-processing channels.
Questions to ask before accepting the Qatar job
Send these questions by email so that you have a written response:
- What is the exact basic salary?
- What is the total monthly cash payment?
- Which allowances are fixed and guaranteed?
- Is accommodation provided, and how many people share a room?
- Are utilities and internet included?
- Is transportation available for every assigned shift?
- Are food or meals provided?
- What are the normal working hours and weekly rest day?
- How is overtime approved and calculated?
- What medical coverage is provided?
- How many paid annual-leave days are included?
- Is a return ticket to Pakistan provided?
- What is the probation period?
- What notice period applies?
- What is the contract duration?
- Where is the exact worksite?
- Is the offer bachelor status or family status?
- Who pays legitimate recruitment, visa and travel costs?
- What deductions may be taken from the salary?
- When will the authenticated employment contract be provided?
An employer may not answer every question immediately, but important financial and employment terms should be clear before travel.
A practical accept-or-reject test
An offer is financially stronger when:
- The basic salary is reasonable for the role.
- Accommodation and transport are clearly defined.
- Regular salary covers expenses without overtime.
- Monthly savings meet your goal.
- The contract matches the written offer.
- Working hours and overtime rules are clear.
- Medical, leave and ticket benefits are documented.
- The employer and recruiter can be independently verified.
- No suspicious payment is requested.
- You can maintain an emergency fund in Qatar.
Reconsider or investigate further when:
- The recruiter refuses to give a salary breakdown.
- The basic salary is extremely low compared with the total package.
- Accommodation is promised without details.
- The savings calculation only works with heavy overtime.
- The job title and actual duties do not match.
- Important promises are only verbal.
- The recruiter uses personal accounts for large payments.
- You are asked to travel before receiving proper employment documents.
- The final contract is different from the accepted offer.
Final advice
A Qatar job can provide valuable international experience and stable support for a family in Pakistan, but only when the full package makes sense. Compare the basic salary, employer benefits, working conditions, living expenses and realistic savings together.
Prepare two budgets before accepting:
- A normal budget without overtime
- A difficult-month budget with an unexpected expense
If both budgets remain manageable and the employer, recruiter and contract are verified, you can make the decision with much greater confidence.
